I’m a fan of most of the USA Network’s “dramatic” line up. “The 4400”, “Monk” and the new one, “Burn Notice”. (I have it on good authority that “The Dead Zone” is of high quality as well, but I just could never get into it…)

But I think my favorite over there right now is “Psych”, the lightest-toned murder-of-the-week show ever. Not only are the characters really out there — hilariously so — but the show has the highest pop-culture-reference-per-hour ratio I’ve ever seen. A recent episode referenced all of the following:

Waiting for Godot
Waiting for Guffman
Waiting to Exhale
Romeo and Juliet
The Facts of Life
Reggie Jackson
Dyan Cannon
Ecks vs. Sever
Joe vs. the Volcano
The Tonight Show with Jay Leno
The Silence of the Lambs
David Mamet
Bob Hope
Gladys Knight and the Pips
Broadcast News
Wicked: The Musical

The sheer volume is wild (about one ever two and a half minutes), but the obscurity of some of those (Ecks vs. Sever?) is what makes it sing.
